Given the new functionality in Pythonista is there a way I can open a PDF file in Pythonista and then have it save to Evernote and also save to Dropbox and give me the choice in Evernote of Tags and for Dropbox let me choose the folder I wish to save it to?

Yes, it is possible but you need to write a custom script for that.
