I am planning to purchase pythonista 3.
I have an iphone 6, iphone 5 and an ipad mini ( running latest ios 11, ios 10.3.3, and 9.3.5 respectively)
Does this app work at least on my ipad mini 1 which is currently on ios 9.3.5? And if it does, will it not sometimes freeze or lag?
I know there are some functionalities that are omitted, but its fine if it can at least run some code. I've read some of the version history of this app in the app store and it says drag and drop supported in ios 11, speech supported in ios 10 etc.

I have an iPad mini 1 with iOS 9.3.5, and the current version of Pythonista (3.2) still supports it and works fine. There are of course some features that can't be used, because they require a newer iOS version, but everything else works like on newer iOS versions.
Performance-wise it's not always great, simply because the device is so old. The app takes a few seconds to start up, and your code will run slower than on a new device of course. There are also a few places where the UI can hang for a short time, for example when editing a large file or when loading a long code completion list. I think it's usable, especially once you get a feeling for which parts can be slow.
I also have an iPhone SE (currently running iOS 10.3.3) and Pythonista is obviously much faster there, I don't have any unusual performance issues there.

This other conversation may bring additional insight about the performance question:
A first generation iPad mini should have a performance comparable with iPad 2, as it has the same processor and amount to memory. I have an old iPad 2, I can say that Pythonista is not nearly as fast as in my iPhone 7, but it works for simple tasks and for reading documentation.
